Adoption Services are provided without regard to income to both those seeking to surrender a child for adoption and those who are desirous of adopting a child. Parents who are unwilling or unable to care for their child are assisted in the surrender process as well as counseled and advised of their legal rights. They are also offered services as an option to surrendering the child. This unit will also institute legal proceedings to terminate parental rights in situations that warrant such action.
Adoptive parents for Sullivan County are recruited, carefully screened and trained by Department Senior Caseworkers. Counseling and other services are provided during the adoption process and for the 12-month period after finalization of the adoption. Subsidies can be provided to adoptive families for children who meet the eligibility criteria.

Sullivan County DSS, in conjunction with the Children’s Home of Poughkeepsie, is excited to be implementing Wendy’s Wonderful Kids, a signature program of the Dave Thomas Foundation for Adoption that is bringing children waiting to be adopted from foster care one step closer to safe, loving and permanent homes.
Through Wendy’s Wonderful Kids, the Foundation provides grants to adoption agencies to hire and train adoption recruiters who implement the Foundation’s Child-Focused Recruitment Model.
This evidence-based model is up to three times more effective at serving children who have been in foster care the longest, including older youth, sibling groups and children with special needs. Our recruiter works with smaller caseloads to provide these children with the attention, resources and support they need to find them the forever families they deserve.
