Task Force Announces Welfare Fraud Sweep

Liberty - Sullivan County Acting District Attorney Meagan K. Galligan announced the results of a coordinated fraud sweep executed by the Sullivan County Welfare Fraud Task Force, which is comprised of members of the Sullivan County Division of Health and Family Services, Sheriff’s Office and District Attorney’s Office.

“Over the course of thirteen days, the Task Force executed 20 arrests of individuals accused of defrauding Sullivan County taxpayers. Task force members also located and arrested an alleged deadbeat parent accused of failing to pay more than $80,000 in child support,” Galligan said. 

“Sullivan County taxpayers trust us to protect their investment in our governmental services, and we are committed to doing so while professionally providing assistance to those legally entitled to help. We simply cannot afford to turn a blind eye to those who unjustly take advantage of the system,” Galligan said.

Those arrested are:  

October 10, 2020 Arrests

Michael Bryant

o   Michael J. Bryant Jr., 36, of Parksville, charged with Welfare Fraud in the Fourth Degree and Offering a False Instrument for Filing in the First Degree, class E felonies, for allegedly fraudulently collecting SNAP benefits;

Melissa Gabriel

o   Melissa G. Gabriel, 39, of Bloomingburg, charged with Welfare Fraud in the Fourth Degree and Offering a False Instrument for Filing in the First Degree, class E felonies, for allegedly fraudulently collecting SNAP benefits; 

Carolanne Margillo

o   Carolanne A. Margillo, 45, of Monticello, charged with Welfare Fraud in the Fourth Degree and Offering a False Instrument for Filing in the First Degree, class E felonies, for allegedly fraudulently collecting SNAP benefits; 

Rosalyn Crandell

o   Rosalyn J. Crandell, 38, of Monticello, charged with Welfare Fraud in the Fourth Degree and Offering a False Instrument for Filing in the First Degree, class E felonies, for allegedly fraudulently collecting SNAP benefits;

Angeline Schwartz

o   Angeline C. Schwartz, 29, of Burlingham, charged with Welfare Fraud in the Third Degree, a class D felony, and Offering a False Instrument for Filing in the First Degree, a class E felony, for allegedly fraudulently collecting SNAP benefits; and

Lisa Harrison

o   Lisa E. Harrison, 59, of Liberty, charged with Misuse of Food Stamps, a misdemeanor, for allegedly fraudulently collecting SNAP benefits;

Angelica Waszakowski

o   Angelica G. Waszakowski, 29, of Parksville, charged with Welfare Fraud in the Third Degree, a class D felony, and Offering a False Instrument for Filing in the First Degree, a class E felony, for allegedly fraudulently collecting SNAP benefits;  

Melissa Reynolds

o   Melissa D. Reynolds, 28, of Liberty, charged with Offering a False Instrument for filing in the First Degree, a class E felony, and Welfare Fraud in the Fifth Degree, a misdemeanor, for allegedly fraudulently collecting SNAP benefits; and

o   Rosa A. Palmares, 27, of Loch Sheldrake, charged with Misuse of Food Stamps, a class E felony, for allegedly fraudulently collecting SNAP benefits.

October 14, 2020 Arrests

Tron Snowden

o   Tron L. Snowden Sr., 41, of Monticello, charged with Welfare Fraud in the Fourth Degree and Offering a False Instrument for Filing in the First Degree, class E felonies, for allegedly fraudulently collecting SNAP benefits;

Audrey Steiger

o   Audrey L. Steiger, 45, of Woodridge, charged with Welfare Fraud in the Fourth Degree and Offering a False Instrument for Filing in the First Degree, class E felonies, for allegedly fraudulently collecting SNAP benefits; and

Keyona Gibson

o   Keyona D. Gibson, 25, of Hurleyville, charged with Welfare Fraud in the Fourth Degree and Offering a False Instrument for Filing in the First Degree, class E felonies, for allegedly fraudulently collecting public assistance and SNAP benefits;  

October 16, 2020 Arrest

o   Kyle T. Manny, 36, of Walden, arrested on an outstanding Sullivan County Family Court warrant for allegedly failing to pay child support in the amount of $80,187.59;

Leonard Jacobs

o   Leonard O. Jacobs Jr., 37, of Monticello, charged with Grand Larceny in the Third Degree, a class D felony, four counts of Healthcare Fraud in the Fourth Degree, and two counts of Offering a False Instrument for Filing in the First Degree, class E felonies, for allegedly fraudulently collecting Medicaid benefits;

Melinda Conklin

o   Melinda M. Conklin, 45, of Monticello, charged with Grand Larceny in the Third Degree, a class D felony, four counts of Healthcare Fraud in the Fourth Degree, and one count of Offering a False Instrument for Filing in the First Degree, class E felonies, for allegedly fraudulently collecting Medicaid benefits;

o   Theresa M. Ziegler, 27, of Woodbourne, charged with Misuse of Food Stamps, a misdemeanor, for allegedly fraudulently collecting food stamps;  

Yvonne Payton

o   Yvonne E. Payton, 49, of Monticello, charged with Grand Larceny in the Third Degree, a class D felony, for allegedly fraudulently collecting SNAP benefits;

Derek Keysaw

o   Derek V. Keysaw, 43, of Liberty, charged with Offering a False Instrument for Filing in the First Degree, a class E felony, for allegedly fraudulently using Medicaid-funded medical transportation for non-medical purposes; and

Isaac Moshe

o   Isaac I. Moshe, 33, of Monticello, charged with Grand Larceny in the Fourth Degree and Offering a False Instrument for Filing in the First Degree, class E felonies, for allegedly fraudulently using Medicaid-funded medical transportation for non-medical purposes; 

October 23, 2020 Arrest

Jason Jones

o   Jason A. Jones, 29, of Liberty, charged with Grand Larceny in the Fourth Degree and Offering a False Instrument for Filing in the First Degree, class E felonies, for allegedly fraudulently collecting SNAP benefits. 

The filing of charges is a merely an accusation and not proof; all those arrested are presumed innocent unless and until they are proven guilty beyond a reasonable doubt in court.
